Richard O’Neill is a partner in the Seattle office of Neville Peterson LLP. He counsels clients on the full spectrum of U.S. customs and international trade laws, with a particular focus on import compliance, administrative law, and civil litigation matters.
Richard’s practice encompasses the wide range of issues one could encounter when importing merchandise into the United States, including product classification, country of origin, valuation, admissibility, seizures and exclusions, intellectual property infringement, Sections 232 and 301 duties and exclusions, penalty actions, prior disclosures, customs brokerage, duty drawback, and trade remedies.
With a range of clients across multiple industries—including electronics, cannabis, steel and OCTG, automotive, machinery, and more—Richard represents clients before U.S. federal agencies and in federal litigation, most commonly in the U.S. Court of International Trade (CIT). Richard currently serves on several committees at the CIT, including the CIT Rules Advisory Committee, and the Plaintiffs’ Steering Committee for the Section 301 litigation (referencing the thousands of CIT lawsuits filed to challenge the Section 301 Tariffs on Chinese-origin goods). Richard regularly practices before the U.S. Court of Appeals for the Federal Circuit, and in various U.S. District Courts across the country. Richard has also litigated product classification disputes before the First Tier Tax Tribunal, and the Upper Tribunal of the United Kingdom.
Richard is a member of the Washington State Bar Association, the District of Columbia Bar Association, and is admitted to practice before the U.S. Court of International Trade, the U.S Court of Appeals for the Federal Circuit, the District of Columbia Court of Appeals, the U.S. Court of Federal Claims, the U.S. District Court for the Western District of Washington, and has been admitted pro hac vice in various other actions before federal and state courts throughout the United States. Richard is also a member of the Court of International Trade Bar Association, the Federal Circuit Bar Association, and the International Cannabis Bar Association.
